I believe that the cartoons are saying that poor people have the contaminated water and they don't care because they're poor and they probably don't even know and if they do they don't have the money to fix it that or either the government don't care about the poor peoples water.

most schools that ive been to dont have sanitary drinking water so i do not drink their water. somettimes when you run the water you can smell the galvinize pipes. you should take the time to follow the instuctiions at all times.
